Recognizing the Use of Best Practices

The Diamond Commendation Program documents and recognizes the use of best practices for asphalt plant operations, terminal operations, asphalt production, and paving. Earning a Diamond Commendation assures you and your partners that the company follows best practices proven to improve quality, safety, and excellence. The self-assessment process helps companies benchmark their operations against a national standard, identify areas for improvement, and earn national recognition for their commitment to quality.

Taken together, these five commendations provide a blueprint for excellence in all aspects of the industry’s operations.


All companies in the asphalt pavement industry in the United States and Canada are eligible to apply for Diamond Commendations.

Diamond Achievement

Diamond Achievement Commendation covers operations in the manufacturing plant and around the plant site. Aspects addressed include appearance, operations, environmental practices, safety, permitting and regulatory compliance, and community relations.

The Diamond Achievement Sustainable Commendation is an optional level to the Diamond Achievement Commendation. This expanded level assesses the social, economic, and environmental efforts of an asphalt production facility to gauge how well it puts the principles of sustainability and community engagement into action. You have the option of pursuing this commendation within the Diamond Achievement Commendation.


Diamond Terminal

The Diamond Terminal Commendation covers operations in and around the terminal facility site. Aspects addressed include appearance, operations, environmental practices, safety, permitting and regulatory compliance, and community relations.


Diamond Quality

The Diamond Quality Commendation involves the quality of the material produced. Areas evaluated include quality management, RAP and aggregate handling, asphalt storage, drying and mixing, air quality, truck scales, silos, and control rooms.


Diamond Paving

The Diamond Paving Commendation is designed for paving crews. Areas evaluated include training of supervisors and crew members, use of best practices in paving, and compliance.


Application Process

Applications for the Diamond Achievement, Diamond Achievement Sustainable, Diamond Terminal, Diamond Quality and Diamond Paving Commendations must be completed online. A running score provides immediate feedback to the applicant, letting you know if you meet the Diamond standard before the application is submitted. You must be logged in to the NAPA website to access the Diamond applications. NAPA members may use their NAPA login credentials. Applications for 2020 will open on Aug. 24, 2020. The early-bird rate of $375 will remain in effect all year. To accommodate for the late application opening, applications will be accepted until Dec. 31, 2020; however, companies that wish to be recognized on banners at the 2021 Annual Meeting must submit their applications by Nov. 15, 2020.
