
Mitch Baldwin
Mitch helps lead and coordinate regulatory and legislative communications, agency and committee activities, and PAC strategy.
EXPERIENCE
Mitch joined NAPA in January of 2024 after a 7-year career with the State of Maryland. First, in Governor Larry Hogan's office, assisting constituents with navigating the State Government Agencies and relaying their concerns to the Governor's Senior Staff. Then, at the Maryland State Highway Administration where Mitch gained a wealth of knowledge about the Asphalt Industry and other transportation related issues. Mitch served as Special Assistant to the Administrator before moving over to SHA's Government Affairs. During his tenure on the Government Affairs team, Mitch led the lobbying efforts on many subjects, from work-zone safety Legislation to critical road funding bills while working in partnership with the Maryland Asphalt Association and other critical interest groups. Mitch is a lifelong resident of Davidsonville, Maryland where he lives with his two young sons, Ross and Rhett, his wife Jennifer and lab Beau. In his free time, Mitch enjoys hunting and fishing.
