Mike Skinner, PE, CAE

As Executive Director of the Asphalt Pavement Alliance (APA), Mike leads the national coalition formed by NAPA, the Asphalt Institute, and the State Asphalt Pavement Associations. He provides strategic leadership and coordinates programs that promote asphalt pavements through education, engineering deployment, industry collaboration, and market share growth. Mike works closely with industry partners, government agencies, and stakeholders to advance APA’s mission and ensure alignment with national infrastructure and sustainability goals.

EXPERIENCE

Mike has more than 34 years of experience in asphalt pavement engineering and more than a decade of trade association leadership. Before joining APA, he served as Senior Director of Engineering for the Colorado Asphalt Pavement Association, where he was instrumental in shaping statewide asphalt initiatives, advancing sustainability programs, and building strong partnerships across agencies and industry groups. His career spans engineering consulting, association management, technical leadership, and advocacy at both state and national levels. Mike holds dual credentials as a Licensed Professional Engineer (PE) and Certified Association Executive (CAE), reflecting his unique ability to bridge technical expertise with strategic organizational leadership.
