Jean-Paul serves as NAPA’s expert on technical issues related to maintaining and growing pavement market share and innovations related to asphalt mixtures. He identifies, develops, and leads programs to assist members in meeting the economic, technical, and environmental demands of the future. As such, Jean-Paul supports the deployment and rapid adoption of innovations, manages innovative technical programs, and supports The Road Forward. Born in France, Jean-Paul enjoys dual US-French citizenship and speaks three languages: English, French, and Spanish.
Jean-Paul has three decades of experience leading technical aspects of road building nationally and internationally. For 20 years prior to joining NAPA staff, he worked for NAPA member Colas. Among many accomplishments at Colas companies, he established the Colas USA Technical Center, supported a network of 120 laboratories, and represented Colas USA in national organizations like NAPA. He joins staff already quite familiar with NAPA’s work to advance asphalt pavement technologies, having served in a volunteer capacity on many NAPA, NCAT, and TRB committees.
