
Howard Marks, PhD, JD, MPH
Howard leads NAPA’s efforts in supporting and promoting EH&S excellence across the industry. While a large portion of these efforts emphasize regulatory compliance assistance, other aspects include identifying and promoting practices that reduce plant and paving site injuries, serving as a resource to address EH&S issues associated with plant and paving applications, developing educational forums, and coordinating industry training focused on work zone safety.
Experience
Prior to joining NAPA in 2005, Howard managed EH&S issues for a large Midwest refiner for almost a decade. Consistent with NAPA’s philosophy, Howard is a strong advocate for ensuring EH&S excellence through realistic regulatory reform based on credible science. He has been involved with a number of large and successful NAPA efforts including characterizing hazards associated with asphalt fume emissions and working in multi-stakeholder partnerships to develop engineering controls that protect employees and ensure regulatory compliance.
