
Amlan Mukherjee, PhD, PE
Amlan has extensive background in life cycle assessment for construction materials and has been involved with the development and implementation of the Emerald Eco-Label program for the North American asphalt industry since its inception. He leads the development and execution of a national strategic initiative that promotes the sustainable attributes of asphalt pavements, and strategizes efforts toward industry decarbonization. He serves NAPA membership by informing them of sustainable and economic engineering practices that enhance industry performance. He also manages NAPA’s efforts in the intelligent construction space, which include but are not limited to e-ticketing, digital twins, and innovations in intelligent construction.
Experience
Amlan has experience across academia, agency, and consulting. He was as an Assistant Professor in Civil Engineering at Michigan Tech for 18 years through tenure and promotion to Professor. During that time, he served as a Life Cycle Assessment Specialist at the Federal Highway Administration (FHWA) for two years supporting the Climate Challenge team and various efforts related to the implementation of sustainable public procurement. He founded Trisight, LLC, in 2013, pioneering EPD software tools for the construction materials industry and implementing the Emerald Eco-Label EPD tool. Trisight was eventually acquired by WAP Sustainability Consulting, where Amlan served for a year and a half as Director of Sustainability before coming to NAPA. In his consulting role he worked with various sectors of the construction industry including the asphalt recycling and preservation, aggregate, flooring, and concrete industries. He has also served as a subject matter expert for the Environmental Protection Agency (EPA) and the Minnesota Buy Clean Task Force.
Amlan has been involved in various service roles. He served on the Acquisition Policy Federal Advisory Committee for the General Services Administration (2022-2024) and has been a member of the FHWA Sustainable Pavements Technical Working Group since its inception. He represented FHWA at the Federal LCA Commons in developing a repository for background data and data quality assessments. He also played a leading role in developing the American Center for Life Cycle Assessment (ACLCA) Product Category Rule Guidance: Process and Methods Toolkit. In addition, he served on the Board of the Green Building Initiative (2017-2024), presiding as Chair of the Board in 2023.
Amlan is a member of the American Society of Civil Engineers (ASCE) and is a licensed Professional Engineer in the State of Michigan. He has more than 50 publications in peer reviewed journals and conferences, has advised seven PhD students, and has 20 years of experience teaching university and graduate level engineering classes.
