Frequently Asked Questions About NAPA Membership

Membership is available to any asphalt pavement mix producer, paving contractor, equipment manufacturer, material supplier, equipment distributor, engineering firm, consultant, or for-profit organization affiliated with the asphalt pavement industry. Membership in NAPA is company based, with the ability to include employees throughout your company.

NAPA is governed by its Board of Directors in accordance with our bylaws. The Board is a team of dedicated industry leaders who set the strategic direction, provide the necessary resources, and make key decisions for staff to implement. They represent asphalt producers, businesses involved in the manufacturing of asphalt mixtures, and companies interested in the promotion and advancement of high standards in the use of asphalt pavement. NAPA maintains an expert, full-time staff headquartered in Greenbelt, Maryland, which reports to the Board.

Producer

Classified as a for-profit operation in the U.S. and/or its territories, engaged in the manufacture or production of asphalt. Membership dues paid quarterly, are based on all the tonnage produced including recycled materials in all states and/or U.S. territories or possessions. On average members pay 1.41 cents per ton of asphalt produced.

Associate

Eligible members include for-profit operations interested in the promotion and advancement of high standards of business practices in the use of asphalt pavement, such as paving contractors, equipment manufacturers, refiners, suppliers, distributors, service providers, and consultants. Membership dues paid annually, are based on the category best matching your company’s role in supporting the asphalt pavement industry. Membership dues range from $825 to $8,250.

International Producer

Open to for-profit operations engaged in the manufacture or production of asphalt outside of the U.S. and its territories, International members pay a flat $625.

Producer

Producers self-report the organization’s tonnage production online quarterly. Dues are paid on a sliding scale based on annual production as outlined in the table below with a minimum of $2,080 in dues.

Producer members may receive a discount for reporting their tonnage in a timely manner, as detailed below. Members are asked to report all tonnages within 60 days of the close of the reporting period.

Associate

Associate member dues are based on the category best matching your company’s role in supporting the asphalt pavement industry. (If you’re unsure, we’ll help you choose the most appropriate one.)

International

International members pay a flat $625.

Membership is assessed on a calendar basis. Members who join October – December receive benefits through December 31 of the following year. Applications to join are approved three times a year — at our winter meeting (January/February), our summer meeting (July), and our fall meeting (November). However, access to our materials and services begin once your application is accepted.

NAPA accepts check, ACH payment, wire transfer, and credit card (Visa, Mastercard, American Express, Discover).

Associate

Yes! New Producer members pay 50% off dues for the first year. (The one-time, non-refundable application fee is not discounted.) After 12 months of membership, the new member can receive a dues refund if they do not feel they have received full value for their investment. To qualify, they must do the following: 

• Report and pay quarterly dues on time (as shown below),
• Attend at least one of the following: Annual, Midyear, or regional technical conferences, and
• Make a good faith effort to involve their company in the Association. 

NAPA is the only trade association that exclusively represents the interests of asphalt producers and paving contractors at the national level before Congress, government agencies, and other trade and business organizations. While State Asphalt Pavement Associations actively collaborate on our shared interest in advancing the industry, SAPAs are run independently of NAPA, with separate membership dues. There is one exception: the Washington Asphalt Pavement Association is a 100% partner and as such, every member of WAPA is also a member of NAPA. Learn more about your state association.

When you join NAPA, you add your company’s voice to the national conversation, with dedicated outreach in Washington, D.C., and to Federal agencies. NAPA advocates on behalf of the industry at the Federal level, which provides 80% of the funding on America’s interstates and major highways and Federal funding for airfield infrastructure. In addition, NAPA identifies and proactively addresses national challenges that require a unified industry – including advocacy, climate goals, and workforce development initiatives.

Our state asphalt pavement association partners offer complementary leadership at the state level, assisting their members with their Departments of Transportation and elected state officials to update specifications, ensure state user fee revenues, and address local issues.
