Lead the industry by advancing the national legislative, regulatory, and policy interests of the asphalt pavement industry, serving as trusted experts, and increasing participation in NAPA’s advocacy strategy.

Strategic Objective:

Foster increased federal investment in surface transportation infrastructure, in collaboration with other organizations, and grow investment in asphalt pavement–related research and implementation.

Key Initiatives:

  • Grow influence and voice priorities of the asphalt pavement industry before elected lawmakers through NAPA’s Political Action Committee (PAC) by establishing fundraising goals and developing an annual advocacy action plan
  • Mobilize NAPA’s influential grassroots network by communicating the value of advocacy, hosting events, and calls to action to secure legislative, regulatory, and policy wins.
  • Align and participate in partner coalitions with goals to grow federal infrastructure investment.
  • Secure federal support and funding for pavement, airfields, and asphalt–related research and implementation programs.

Strategic Objective:

Advocate for and achieve fair, competitive, and science–based legislation and policies (regulations, rulemakings, and national standards and specifications) impacting asphalt pavement companies.

Key Initiatives:

  • Protect the industry and prevent federal mandates that may adversely impact the performance or quality of asphalt pavements or impede engineering expertise.
  • The industry, through NAPA, authors or has a strong voice in any federal legislation, regulation, or policy that affects the industry/members’ businesses.
  • Anticipate and respond to regulatory initiatives and represent the industry before regulatory agencies.
  • Monitor emerging occupational and environmental health issues that impact the industry and engage partners, as necessary.

Strategic Objective:

Be the trusted organization with expertise in the national issues impacting the asphalt pavement industry, identify opportunities for the industry and members working alongside decision makers and stakeholders, and provide support for state issues.

Key Initiatives:

  • Articulate the critical role of asphalt pavements and the industry in economic development, workforce, transportation infrastructure, mobility, and delivery of goods.
  • Educate stakeholders on the asphalt pavement industry including advancements and innovations.
  • Serve as experts on the legislative, regulatory, and engineering/technical processes related to infrastructure funding, federal highway and aviation pavement programs, environment, health, and safety, and provide assistance on regulatory and policy compliance.
  • Develop and maintain key stakeholder partnerships with associations, labor unions, government agencies, and academia.
  • Promote work zone safety (WZS): share best practices, develop national dialog with key stakeholders, encourage use of WZS contingency funds, and increase public awareness.
  • Support mental health in construction: share resources and partner with expert organizations to increase awareness throughout the asphalt pavement industry.

Pillar: Stewardship

Grow the industry by delivering expertise and programs that advance the safe, sustainable, responsible, and resilient production and construction of asphalt pavements and promote excellence.

Strategic Objective:

Champion the advantages of asphalt pavements through the lenses of engineering, economic, environmental, and social benefits.

Key Initiatives:

  • Maintain asphalt pavement’s dominant market share, in collaboration with SAPAs and the Asphalt Institute, by differentiating asphalt’s value through the development of technical resources (PEC), marketing resources that demonstrate and promote asphalt’s advantages (GTM), and deploying resources directly to pavement type decision makers and pavement owners (APA).
  • Serve as experts on asphalt pavement engineering, technology, and sustainability; identify, explore, and promote key innovations and opportunities that differentiate and increase asphalt pavements’ value; and lead national dialog on issues impacting asphalt pavements.
  • Support implementation of performance–based mix design by encouraging the development and deployment of Balanced Mix Design (BMD).

Strategic Objective:

Shepherd the industry’s commitment to net zero carbon emissions pavement through deployment of The Road Forward plan and administration of the Emerald Eco–Label Environmental Product Declarations (EPD) program.

Key Initiatives:

  • Lead the effort to lower carbon emissions of the asphalt pavement industry by stewarding The Road Forward, NAPA’s vision and goals for net zero carbon emissions for the asphalt pavement industry.
  • Convene the industry and stakeholders with a focus on reducing carbon emissions of asphalt pavements, increasing use of environmentally preferred asphalt materials, and creating action by decision makers (e.g., government agencies) aligned with The Road Forward.
  • Monitor and participate in the development of pavement–related, carbon-reduction policies, standards, and research by developing relationships at relevant government agencies and national organizations.
  • Lead and refine EPDs for asphalt pavements including administering NAPA’s Emerald Eco–Label program.

Strategic Objective:

Demonstrate value and excellence by recognizing high–quality pavements, outstanding operational and sustainable practices, and contributions of NAPA members and individuals to the industry.

Key Initiatives:

  • Promote excellence, recognizing quality and innovation, through a national awards program.
  • Encourage and promote outstanding operations and sustainability practices through NAPA’s Diamond Commendation Program.
  • Recognize individuals who have made significant contributions, on the national level, to the asphalt pavement industry through the Asphalt Hall of Fame and other notable awards.

Pillar: Membership

Connect the industry by engaging members in NAPA’s crucial role advancing the asphalt pavement industry and convening the industry to address top issues.

Strategic Objective:

Engage and grow membership by clearly articulating NAPA’s value and efforts through effective branding and communications and furthering the engagement goals of the national Advisory Council, represented by regions.

Key Initiatives:

  • Clearly communicate the value of NAPA membership and actively seek to grow and maintain members.
  • Build and conduct a robust communications and media relations strategy to promote the NAPA brand and activities, distribute news, and enhance the sharing of knowledge and inquiry regarding asphalt pavements.
  • Further member engagement, representation, and input to the NAPA Board of Directors through the Advisory Council, partitioned by region, with representation from every state via a State Advisor and the SAPA Executives.

Strategic Objective:

Facilitate member advancement, through strong collaboration, especially with State Asphalt Pavement Associations, and knowledge sharing by convening the industry.

Key Initiatives:

  • Deliver valuable, curated, and fresh networking and educational opportunities for NAPA members and the asphalt industry, including the annual business meeting(s), conferences, World of Asphalt trade show, and People, Plants, and Paving workforce professional development program.
  • Disseminate information and industry guidance, and provide industry–specific educational opportunities via member communications, webinars, and publications.
  • Leverage events and platforms to bring key stakeholders together that advance NAPA’s goals and strategies.

Strategic Objective:

Improve and streamline association governance and operations including a refined, focused committee structure and a sustainable dues structure.

Key Initiatives:

  • Employ effective governance practices and performance measurement tools to manage and ensure association stability and growth, aligned with member values and supporting NAPA’s strategic objectives.
  • Maintain and grow fiscal stability through rigorous and timely financial reporting, implementation of a sustainable dues structure, a forward-thinking approach to revenue and expense management, and internal controls.
  • Attract and retain skilled and highly impactful staff through robust human resource solutions and professional development opportunities.
