Sheldon G. Hayes Award Through the Years
NAPA's Sheldon G. Hayes Award has been bestowed annually since 1971 for a highway pavement exhibiting exemplary quality. Winners and finalists of the award undergo three rounds of rigorous evaluation in order to determine which pavement is the best in the country.
The first step is submission of the project for a NAPA Quality in Construction Award (QIC Award). Submissions are evaluated by engineers at the National Center for Asphalt Technology against a set of criteria that are known to give a good result.
Highway projects using at least 50,000 tons of asphalt pavement mixture may be considered for the Sheldon G. Hayes Award the year after receiving a QIC Award. In this phase of evaluation, an independent firm conducts a smoothness test on the top-scoring QIC projects. Representatives visit the semi-finalist projects and use the same profilograph machine to measure the smoothness of the pavements after at least one year under traffic.
Results from the profilograph testing form the basis for selecting finalists. An independent pavement expert visits each of the finalist projects to visually inspect the pavements and learn more about them. The highest-scoring project after this final examination is awarded the Sheldon G. Hayes Award.
