He is recognizes as a leading authority on asphalt pavements and continues to promote improved quality in asphalt research and technology.

Dr. Brown earned his Bachelor of Science and Master of science degrees in Civil Engineering from Mississippi State University in 1969 abd 1974 respectively. He earned his doctorate from Texas A&M University in 1983. He began his career as an engineering co-op student with the Mobile District of the U.S. Army Corps of Engineers. When he completed his bachelor's degree he went to work with the Corps of Engineers Waterways Experiment Station in Vicksburg, Mississippi, where he developed specifications, conducted research, and became the lead instructor in asphalt pavement training worldwide, training Army, Air Force and Navy personnel.
